Many emollients (moisturisers), are available in the market like Doublebase, Diprobase, Epaderm, Aveeno (contains oats). Some are water based and are called creams, others are oil based and called ointments. Ointments are usually better for very dry skin as they lock the moisture better than creams. Every parent and child has their prefernce, so it a hit & trial thing, till you find the RIGHT one.
